They would establish a military dictatorship over all Republic military and non-military re-enactment groups throughout the entire world. A Roman Civic re-enactment group in Texas would be under the military authority of the officers of the collegium.
The purpose of this collegium is to establish a group for those interested in Roman-themed history, study, research, reenactment and living history events. Thus, this group aims to unite historians, researchers, re-enactors, artisans and other enthusiasts of Roman history

How this particular Leg. XI C.P.F. is formed and run is not the problem. Establish these bylaws for this legion yourselves. Fine. Have a sub forum under the Collegium Militarium.
But the Collegium Militarium itself must accomodate other independent legions or historians in a collegial republican way. If a separate Re-enactment collegium is to be established, it too must be establihed in a collegial republican way. Military re-enactment is not the only possible event.
